Management System
In accordance with the University's policies, ICTA implements and updates its process management systems in order to improve the efficiency of its activities, providing value to both internal and external users, promoting transparency, quality, continuous improvement and adequate risk management.
Since 2019, one of its laboratories is in the process of updating its system from the NTC ISO/IEC 17025:2005 standard to the 2017 version, which is expected to be completed by mid-2021.

The National University of Colombia is committed to institutional probity, academic integrity and risk prevention, through permanent monitoring for continuous improvement and strengthening the performance of processes, the development of people and transparency in institutional management; through methodologies for collective and individual risk management, establishing actions and controls for prioritized management according to probability and impact.
This policy is applicable to all risks to which the Universidad Nacional de Colombia is exposed, such as strategic, process, project, corruption and those incorporated by the different management systems in the SIGA model.
The ICTA Management is committed to establish and maintain a QUALITY POLICY that affects and is the responsibility of each of the people who compose the laboratory of physicochemical analysis of food and is based on compliance with the following principles.
- Work on the development of new test methods and the continuous improvement of the analytical techniques already implemented, in order to ensure that the results obtained meet the established requirements and the needs of our users and other interested parties.
- Ensure to the best of its ability the availability of highly qualified working personnel for the performance of assigned functions and to improve the technical competence of all personnel through training and participation in external quality verification exercises.
- act always with responsibility and transparency guaranteeing the impartiality, confidentiality and ethical commitment of the University (Resolution in search of the satisfaction of users and interested parties.
- Comply with legal requirements and internal regulations of the University.
- Maintain control and evaluation mechanisms that allow the identification of improvement actions in the development of the activities carried out.
- Efficiently manage the reagents and supplies used in its activities to minimize the environmental impact.
- Continuously evaluate the risks associated with its activities and develop actions to minimize them.
- Maintain assertive communication with all its members and stakeholders.
Finally, ICTA's Management is committed to manage the necessary resources to guarantee the quality of the tests performed, as well as to participate in the elaboration of the professional profiles of the Institute's personnel, in order to guarantee their competence and suitability. ICTA's laboratories also ensure that all personnel working in them are familiar with the documentation and activities of the quality management system and periodically update them. ICTA's laboratories provide services to the community for physicochemical and microbiological food analysis tests, which are performed in accordance with the guidelines of ISO/IEC 17025 through the monitoring of the quality management system implemented, which is periodically evaluated by ICTA's Director, who strives for its continuous improvement.
All personnel shall be free from any commercial, financial or other ties, dependencies or influences that may affect the impartiality of their judgment.
In order to ensure their impartiality, independence, integrity, and security, it has adopted the appropriate measures to guarantee:
- The remuneration of personnel shall not depend on the performance of their activity, nor on the number of tests carried out or their results.
- The administrative and technical personnel providing verification services shall not perform activities of a labor, industrial, commercial, etc. nature in organizations that could negatively influence the quality of their work or the results of their activities.
- The Institute's personnel shall not hold any other position that would affect their independence in the performance of their duties.
- Technical personnel may not perform functions other than technical ones that may affect their judgment, impartiality and integrity.
- Access to information and documentation as a result of their activities shall be authorized, depending on the confidentiality characteristics of such information or documentation.
- Technical activities shall be carried out in accordance with written procedures or documents.
- The laboratory shall not be involved in the performance of activities whose feasibility or results may jeopardize its competence, impartiality, integrity and independence of judgment or operation.
- Only the personnel assigned to customer service, the Quality Coordinator and the Technical Coordinator have direct contact with customers, so that the analysts can objectively perform the analysis and issue the results.
- The laboratories have the necessary materials and reagents for the analyses offered.
- The time stipulated for the issuance of results to the client is sufficient to carry out the procedures for the reception, preparation and analysis of test samples.
- Each person involved in the QMS and analytical testing has specific tasks, appropriate to their level of education, training and skills.
In addition, laboratory personnel are committed to maintaining confidentiality and impartiality in all their activities.
The National University of Colombia, committed to respecting the rights of the holders of personal data collected and stored in its files and databases, and the guarantees that must be granted in the collection, storage, use and circulation of information, defines and informs the policy applicable to the University for the processing of personal data in accordance with the provisions of Article 15 of the Constitution, Statutory Law 1581 of 2012 and its Regulatory Decree 1377 of 2013.
